Just a quick question about my b2000 1992 reg, when i bought it the breath pipe on the tank was just hanging down is it supposed to fasten back up into the neck of the tank?

Yes, it is supposed to attach to the fill neck. This is to help escaping gas fumes for emissions reasons. It will also keep dirt out of your fuel tank.
