This is just a guess, but could the headlight switch be shorting out internally causing the fuse to blow and lights not to work? You might find a new switch in a local junkyard to try out the theory. It can't be any worse than worrying about it or paying someone to replaced your bulbs and fuse every coupla' months, could it?
Again, I have not personally experienced this phenomenon, so this is ONLY a guess.
