I have mine powered through a flip flop relay off of a wire behind the driver's kick panel (the same one my auto-dim mirror is hooked up to) with a 10a fuse between the tap and the relay. Just like lawdog the power then goes to the ballasts and to the halos.
Anytime you add any electrical components it's a wise idea to add a fuse to the circuit between your accessory and the car's system. That way if something goes wrong with your add-on component it will blow the fuse before causing a problem with the car's electrical system.

What is a good AMP rating for LED lighting? I have a 10A fuse inline with what I have on there already, but the draw can't be anywhere close to that with an LED. I just wanted to put something on there and that was all I had at the time.

I used a 1 amp for my eyelids. No problem so far, and I don't expect any.
You could put an ammeter inline to test the pull. Any $8 Radio Shack VOM will do the job.
