headlights, taillights and airconditioner not working

headlights, taillights and airconditioner not working
my daughter has bought a 1995 mazda 323 and recently the headlights and tail lights stopped working, looked at the fuses which visually appeared to be okay in the engine bay and under the dash board.
I replaced the headlight globes as i thought it may be a blown globe, but it would only worked if you flashed the high beam.
There was no light from the tail light, normal and high beam?? I removed the steering wheel cover and tested the wires going into the steerring column switch, the horn worked and the globe I used only light up when the high beam was flashed???
the airconditioner also now doesn't work and the switch light doesn't come on when pressed? the trip switch was flat and I depressed it to no avail
my daughter noticed a whisp of smoke, would this mean that it is the circuit board in the steering column it may have been due to a water leak from the top of the windscreen
any help gratefully accepted
