AirBag Code 33; What does it mean?

AirBag Code 33; What does it mean?
I have a '97 Mazda 626 that has the air bag light flashing a code 33; flashes 3 times, pauses a couple secs and flashes 3 times again... then repeats the same continuously while ignition on.
I am told if I had a shop manual I could look up an airbag code 33 and find out what is wrong with the airbag system. I had the codes read from a cheap code scanner, but that only gave an engine code for an engine issue.
Any help to figure out what to look at on the airbag system would be appreciated. I just bought the car; hopefully the airbags themselves are not missing.

Hi there,
code 33 or code 3 depends on the length of the pause, indicates supply voltage is low.
would be a good idea to check that your alternator is outputing the correct voltage, and also check/top up your battery fluid.
when the computer detects the faults have been fixed it will remove the error code.
