'93 2600i 4x4 - 244,000kms
-rebuilt ECM, new plugs/wires, cap/rotor, fuel filter, air charge temp sensor.
-timing and idle set to specs.
symtoms:
1. takes many cranks to start, worse when it's cold or wet(haven't figured out which). i thought its starting troubles could be fuel pressure, but then found that it seemed to do better in warm weather. once warmed up, it will start no problem. ideas?

2. lacks power when cold, really gutless, response to throttle hesitates. lacks power at revs lower than around 2500rpm even when warmed up. mileage is around 17 miles/gallon.

3. strange whistling noise around drivers side kick panel, or could be drivers side engine compartment. seems to be when engine is under a load, acceleration and deceleration.

I paid too much for this truck($3200CAN), and i know i'll lose money if i sell it, so i'd like to figure it out. i'm not a mechanic, but i've got some experience with these b-series(rebuilt an '89 2200). seems this '93 injected version has way more to go wrong with it. your help will be greatly appreciated.
