Timing wont stay set

Timing wont stay set
B2200, just rebuilt.
What would cause the timing to keep changing each timeI check it?
Set it at 6*. Drove it 3 blocks..it was at 10*. Set it at 6* again...drove 3 blocks and it was at 4*. Im so confused... Could it be a loose timing belt?

SW Austin, Oak Hill area.
Unless I have a vacuum leak I cant find, I'm having to richen the mixture more than the 2.5 turns that Weber claims would be sufficient. I'm at 3.5 turns. Although it runs great, if my first milelage test comes out poor I think it may need different jets.
The block is bored over, and it has one of those pacesetter headers on it (POS I know, but more flowing than the 200lbs of crap that was bolted on there previously).
We shall see!
