Default 2012 CX9 Right Low Beam Not working

Hello, I have a 2012 Mazda CX9. The low beam on the passengerside is not working. I changed the bulb, which also did not work. I then checked voltage at the plug and there is no voltage. The H/L Right low beam fuse is fine. Suggestions?

Do you have 12v on both sides of the fuse when inserted?

I found out on mine that I had an HID headlight with a ballast. It costs a lot of money to replace it . The regular halogen bulb would have been easy but not this beast
