Default 96 mx- no start in cold weather

I have a 96 mx6 with a 2.5 V6 engine. In the cold it does not start and floods if I even touch the gas pedal. No codes showed up. I changed fuel pump, new spark plugs, new water sensor, fresh gas.
Once started in milder weather it hesitates/chokes when I give gas too fast. It also uses lots of gas.

After three weeks of this now a code shows up P1195 (EGR boost/Baro sensor open or short, AKA Map sensor).

Question: 1) would a bad MAP sensor prevent the car from starting up in cold weather? If not, what else could it be?
Question : 2) Would a bad MAP sensor cause hesitation/choking when I give gas?
