Default alternator putting out 18 volts?

Hi guys.. ive got a 2002 protege5 and the alternator went out.. we have put 4 different new ones in it and they are all putting out 18 volts.. we can not figure out whats going on.. any ideas / suggestions? Thanks!

The voltage regulator is in the PCM. It does not actually have an alternator. It is a generator controlled by the PCM. Check the wiring from it to the PCM but it will likely need a PCM.
