How did you check ? Visual only ?
First, a fuse can be blown but appear OK. You have to remove it and check it for continuity. Second, having made certain you're dealing with a good fuse, be sure it's bedded really well into the receptacle on the fuse block.
Third, check whatever was the last thing you plugged into the lighter socket; it's not uncommon for them to cause short circuits in the socket.
