A header will make your car louder, too. As will an intake.
Some mufflers are louder than others.
A cat-back system will increade the decibel level too. Are you looking for performance, or noise?

I have intakes in stock for the 3rd gen Protege, but you don't say which year you have...

Why make it louder? You could disconect everything from the cat coverter on back and then it would be real loud. I had a 84 mazda glc that sounded like a tank when my exaust got ripped off. I drove it around like that for about 6 months, but i got several tickets.

You could gut the inside of the cat under the car but you would have a constant check engine light on. There is an oxygen sensor behind the last cat converter that measures efficiency.
