16.5 v after alt change

Default 16.5 v after alt change

I got 14.3 volts after changing the alternator on my 2001 es tribute, but the dash light for battery was on. I checked the fuses and number 11 was not in place , (that circuit connects the pcm and alternator).

When I put the fuse in the dash light went out, but i got 16.5 volts output. when i pull the fuse # 11 out the output goes back to 14.3.

Should I (1) leave the fuse out and run it? (2) put the fuse in and run it? (3) replace the PCM? or what else?
