Default brake and ABS light stays on

The ABS and brake light on the dash board stays on. I don't notice any different with stopping. the front brake pads are only a year old and looks good. what would cause both ABS and brake light to come on?

Check your brake lights, check your brake fluid, get a diagnostic code check of the ABS system.

ok, so I changed all the pads, and the front rotors. I found a broken toner ring for the ABS on the front drivers side axle. I replaced that, and the sensor. The abs and brake light are still on. How do I reset this? I tried the disconnect the battery trick. It lights up as soon as I turn the key over. it does not seem "scan" for anything.
