Default Egr valve not getting vaccum

I got a check engine light that the EGR is not working properly. I looked at the vaccum tube running to the EGR and it Looked damaged so I remove it but even then there is no vaccum bring produced at the marked location while the engine is running. What could be the fault?

Hi , if your checking at idle you will not find any , that vacuum starts at a steady 2000 rpm or so ie: highway speeds , the valve itself might be stuck either closed or open , there is a wiki somewhere on egr valves that explains it all , good luck .
