Question Power Drop

I have a 2001 Tribute DX with a 3.0L. Car will drive fine down the road. Then out of nowhere it just loses power. Can't accelerate at all, don't hear any misfire. When I push on the pedal it just bogs and damn near kills the engine. The kicker is, if I put it in Neutral and shut car off and coast for few secs and start it again. It will drive normal again! No plugged Cats, changed Mass Air Sensor. Nothing will fix it. Friend says could be fuel pump. I think highly unlikely turning it off fixes a fuel pump. What sensor could it be?
