Default Rushing Air noise on Passenger side

I recently bought a 2002 Tribute LX V6 and I have been hearing an air rushing noise down by the kick panel in front of the passenger door where the Fuel cutoff reset button is.
I took the cover off and found a rectangular opening to the fender well with a wire bundle running up to the side blinker. I then opened the glove box all the way since I was installing my Sirius radio antenna and was bringing down the Passenger door pillar into the dash. Right where the plug for the blinker is is another opening this one about 3"x3" and again open to the fender well and the sheet metal in both cases is evenly recessed as if to fit a cover of some sort but I could not find anything (thinking it may hav fallen off). I really don't want to go back to the dealer after just getting the car back fom replacement (warranty covered thank god) my DPFE sensor. I also bought a Chilton's hoping to find something about replacing the side blinker bulb to hopefully mention a cover but no.

Any ideas on what is missing??
