Default Mazda Service Center

I am not sure if this right forum but I didn't know which other section I can post this. I go to a service center every 6 months or so for servicing. Just for your basic oil change, tire rotation, etc. On my previous visit they recommended doing a Fuel System Cleaning and Brake Fluid exchange. I didn't do it with them but I got it done for cheaper from PepBoys. Now, I recently went for my regular visit and I was surprised that they gave the same recommendations. It says the recommendations are based on previous visit and mileage. Now, if a naive driver were to say yes he/she would be charged for it. But isn't it the responsibility of the service center to check the systems before recommending it irrespective of whether I inform them about the work I had done on the car with the PepBoys?
