Default Corrosion to inner sill or just body work?

Forward of the drivers door, under the car. Outer side of the jacking lip is a hole. About 1cm above the hole is a nice shiny bit of metal.

Is the hole itself the outer sill or is it just part of the bodywork which has broken up to expose the sill?
IE is it an MOT failure.

I photographed the side of the car/sill to give an idea of where it is. You wont see the hole though as its under the car/sill area rather than on the side of the car.
I've then attached a photo of the hole. The red line is to give it some perspective -- it is the lip for jacking up with a scissor jack on. Below it is going towards the outside of the car. You can see the hole.
