He's talking about the rubber bump stops. Do not cut them shorter, that's very bad advice. You will always bottom-out somewhere, that is why the rubber bumpers are there.
I've seen tons of people, usually younger people that say "my struts are shot"....If you struts are shot, your car will bounce like Uncle Buck's station wagon (hit a bump and the car freely bounces up/down at the natural frequency of the spring until the resonance stops....struts control this resonance.) You'll be slightly under-damped, but they'll work just fine until you want to upgrade the struts.
There are stiffer bump-stops available as well, you may want to look into those as you will have less distance from ride height to full compressed in your suspension with the drop (1.5" less.)
