I don't believe it is even remotely possible for a catalytic converter to burn off that much oil; if you don't smell burnt oil when the car is running, then I leaking is pretty much your only other option.

After thinking about it I am now not so sure it can also, the amount of heat needed to burn off that much oil would melt the cat to bits if it didn't plug it up first to where it wouldn't work.

The cat is there to super heat the exhuast as to burn any unburned hydrocarbons there might be. I'd suggest pull a couple plugs to check for any fouling, you need to isolate this to burning oil, or a leak.
