Try increasing and decreasing tire pressure by 2-3 psi. Front tires should be within 2 psi from rear as well. You'll have to experiment. The tire pressure is listed on the driver's door post for the stock OE tires. Other tires may run better slightly above it.
16" wheels will be smoother than 18" wheels. What brand and size is your tire?

The shop may have adjusted his tire pressure without telling him as a courtesy.
Tire pressure is also important for ride quality. They are both part of the suspension and affect ride quality.
New shocks may also be stiffer than worn out ones, which he may also be feeling.
