First time mazda owner.. I just bought this truck it has 117000 on it and has sat for 4 years before i bought it... well i got it running and it is smoking a little i ran 3 quarts of oil and an engine restore in it... any suggestions on how to make it quit smoking...

what color smoke?
blueish: burnt oil. Probable causes: bad valve guide seals, stuck piston rings.
black smoke: excess fuel
white smoke: burnt coolant. Probable causes: bad head gasket, bad lower intake manifold gasket.
You have to change the oil 2 or 3 times. Cheap oil will do because you don't leave it in for long.
You could also give it a "seafoam treatment". I would treat the oil for about 100 miles then change it. Seafoam's main ingredient is naphthlene which dissolves many deposits.
Lucas Oil Oil stabilizer may be helpful in some cases, but it increases the viscosity of the oil.
Of course a new engine......yeah I know!

Well i pulled the oil pan and it had a bunch of sludge in it, i ran some engine flush in it and changed the oil it is not smoking a lot but still smoking a little... now the plugs are fowled out did the plugs fowling out cause it to still smoke...It is a bluish color smoke... i had someone tell me valve guide seals are worn which is causing it smoke but is not using oil....any more ideas...

Principally there are 2 ways: past the rings and past the valve guide seals. Or both. Since the engine sat for 4 years the guide seals may have dried out and have cracked. Also piston rings may still be stuck.
Keep using the "Engine Restore". It takes a while maybe as much as 500 miles to work.
Then you could check compression and if it is low I would do a leak test with compressed air (Youtube: EricTheCarGuy) to find out if the leak is at the rings or the valves.
If your compression is fine I would suspect that replacing the valve guide seals will fix your issues.

it is valve guide seals i ran some enging flush through it drove it all day and the smoking pretty much went away... does still puff smoke a little talked to a mechanic today he said is said valve guide seals....no big deal...now when i drove it today when i was in 5th gear it ran 70 at 3000 rpms is that normal are they low geared....

3000 rpm at 70 mph seems normal to me. But I don't know the trucks as well as the Protege. Anyway, a small engine must run faster to bring the same power as a large displacement engine. Think of it as an air pump. Both have to move the same amount of air.
