99 Protege wandering idle.

99 Protege wandering idle.
I have a 99 Mazda Protege. It has run fine, with the exception of a few codes thrown up, that I had turned off at Autozone. I do not remember the codes.
Now, it got a vacuum leak, running 4 psi at low idle. I removed and replaced the intake manifold gasket and the vacuum is ok now, running about 14 psi.
However the idle wanders from 400 to 2000 and back. At times the idle is too low. If you nudge the gas pedal the engine springs to life. It is like its sensitive right at the point of killing? Is this a TPS(throttle position sensor) or EGR problem. Neither one is cheap, with the EGR costing $154.00 and the TPS being 226.24 at the dealers. Can I measure resistance of the position sensor, as I had a mechanic friend that did that before on another car.
I am getting sensor overload. I am new to this forum. What do I do?
