Does the second throttle pivot have a linkage connected to it? If so it could still be the t-body binding. When i say check the cruise cable i don't mean the vac hose. There is an adjustement for the cable itself. Vacuum at the pcv is normal. I think you should remove the t-body and give it a good cleaning. It is regular maintenance anyway.
