Default Question about boost controller.

I am new to tuning a turbocharged vehicle, or anyvehicle for that matter. How does a boost controller work? My car's boost and turbocharger is all mechanical and I'm prettysure the boost controller is electrically controlling. So my question is how does it work and would it work on my 20 year old car? I plan on getting a Racingbeat turboback exhaust in the winter that adds 59hp!!!!!!!! But that added horsepower comes from upping the 6psi boost to 15psi by relieving backpressure. If I had a boost controller could I put it back to 6psi via a ***, switch, button, or laptop interface, or something from the inside of my car and turn it up for track racing? If so I'd be interested in purchasing a unit from Tunerfix. Thanks.
